Administrative law is the branch of law regulating the activities of governmental organizations and agencies. In other words, administrative law is intended to develop a public administration system that is established and operates in accordance with the law.

Competent national authorities may need to take a wide variety of measures while delivering public services. The involved measure may also constitute a cumbersome intervention in the rights and interests of individuals or corporations. Accordingly, administrative law is at the centre of striking a balance between duties given to the national institutions and the rights granted to the individuals. The said law division draws legal boundaries on public administration.

All administrative acts or actions may be challenged before administrative tribunals in Turkey. Nevertheless, the issue of which tribunal performs which duties is quite complicated. For instance, the Turkish Council of State, sometimes works as an appellate court by reviewing the judgments delivered by administrative or tax courts. The Council also acts, in its capacity as an advisory body or a first instance court for the disputes enumerated in the relevant legislation.
